Please join us October 24th at the Ramada Inn Mandarin in order to participate in networking and learning. This month's keynote speaker will be Karl Decker, Principal, Jacobs Buildings and Infrastructure, discussing the "Engaging Engineering firms for SRM Inspections and Scopes Assistance" and a representative from NAVFAC SE who will brief on the future SRM programs.

Karl Decker, PMP, LEED AP, is a Principal in the Jacobs Buildings Infrastructure and Advanced Facilities Line of Business and the Program Manager for NAVFAC and USACE contracts in the Mid-Atlantic and Northeast regions of the U.S. Under Karl’s oversight, Jacobs, in conjunction with NAVFAC Washington CI, developed a pilot program, Expedited AE Protocol (EAEP), to expedite the inspection and project development requirements for Customer-funded projects at Navy and Marine Corps installations. Key attributes of the EAEP are the early classification of each project, using Tier I, II, and III designations based on the ECB 2016-04 Categories of Work Classification, number of design disciplines required, and the estimated construction cost for a project. The cost for AE services within each project tier is pre-negotiated and reserved within a single task order. The installation Customer can “order” one or multiple projects from various tiers directly from the task order, allowing Jacobs to perform the onsite inspection towithin a few days of the project’s identification. For Tier I and II projects, the deliverables include Project Development Package (N20) documentation, statement of work, design study, cost estimate, and identification of applicable permits. For Tier III projects, the deliverable includes a Project Work Statement (PWS) and a parametric construction cost estimate. The Tier III PWS can be submitted directly to a BOS/JOC contractor or PW shop personnel for immediate acquisition action. The EAEP has significantly reduced backlog and expedited the creation of SRM projects in the eProjects system while affording PW and the FECs the opportunity to focus more on the execution of the design and construction aspects of the projects.

With 35 years’ experience providing project planning and design-oversight, project controls, business management, and subcontractor administration, Karl’s wealth of knowledge helped drive the success of the EAEP pilot program for NAVFAC. Karl holds a Bachelor of Science degree in Mechanical Engineering from Pennsylvania State University and has recently worked as Senior Project Manager on the Center for Cyber Security Studies (Hopper Hall), U.S. Naval Academy, Annapolis, MD; P561 - Aircraft Prototype Facility Phase 2, Naval Air Station Patuxent River Maryland; P131 - Electrical Capacity and Cooling Tower Replacement, NSA Bethesda (Walter Reed National Military Medical Center); and P222 - Steam Decentralization, Indian Head Maryland and Helicopter Operations Facility, Joint Base Andrews.
