I-95 Express: Design Innovations and Public Controversy

The presentation will discuss the design innovations that were developed for the project and how public opinion was turned during the PD&E phase in regards to express lanes and right-of-way impacts. Design innovations include a diverging diamond interchange at Emerson St and a quadrant intersection at University Blvd. Also discussed will be the approach to public involvement when installing express lanes on an aging urban interstate in the heart of a city where right-of-way is limited.

About Our Speaker:

Keith Bogart, PE, is the Jacksonville Highway leader for RS&H and graduated from the University of Florida with a bachelor’s degree in civil engineering. He has worked at RS&H in Jacksonville since he graduated in 2008 and was the project manager and Engineer of Record for Sisters Creek bridge replacement and I-295 Express (9B to JTB) design-builds. He has also worked on the design of the US-90 / I-10 interchange and The First Coast Expressway. He is currently project manager for development of concept plans for I-95 Express (JTB to Atlantic).
